Unsatisfactory resolution from Contractors Development

I am writing regarding order #ORD-3631-UNV-9123 placed with Contractors Development on December 31, 1995. I paid $253.3 for service, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Fredrick T. and other representatives have not been helpful in resolving this matter.
