Outlet & Spot failed to honor their commitment

I am writing regarding order #ORD-8045-DHZ-8254 placed with Outlet & Spot on October 13, 1985. I paid $442.22 for gadget, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Summer C. and other representatives have not been helpful in resolving this matter.
