Refund refused by Properties & Solutions Bochum

I am writing regarding order #ORD-5922-RUA-5478 placed with Properties & Solutions Bochum on July 15, 1997. I paid $873.62 for tool, but when it arrived, I discovered received incorrect information. I've made numerous attempts to contact customer service, but Rafaela N. and other representatives have not been helpful in resolving this matter.
