Billing dispute with Quality Goods

I am writing regarding order #ORD-5099-CRA-8854 placed with Quality Goods on May 11, 1991. I paid $542.80 for tool, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Enrico K. and other representatives have not been helpful in resolving this matter.
