Frustrated with Development & Advisors Ltd.'s lack of response

I am writing regarding order #ORD-9881-QEL-3203 placed with Development & Advisors Ltd. on October 12, 1982. I paid $329.86 for item, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Chadd Q. and other representatives have not been helpful in resolving this matter.
