Web-Wave failed to honor their commitment

I am writing regarding order #ORD-4994-LUA-5224 placed with Web-Wave on August 14, 1990. I paid $363.71 for plan, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Devan L. and other representatives have not been helpful in resolving this matter.
