Quality issues with SmartWave Enterprises product

I am writing regarding order #ORD-2462-IOD-5355 placed with SmartWave Enterprises on August 22, 2001. I paid $616.59 for subscription, but when it arrived, I discovered couldn't access my account. I've made numerous attempts to contact customer service, but Rubie G. and other representatives have not been helpful in resolving this matter.
