Overcharged by Urban Housing International for service

I purchased a service from Urban Housing International on July 3, 1990. Shortly after using it, I experienced experienced frequent disconnections. I contacted their customer service on multiple occasions, but they have not resolved the issue. I spoke with Arthur U. who promised to escalate my case, but I've heard nothing since.
