Billing dispute with Expert-Builders Busan

I am writing regarding order #ORD-8200-EFM-5096 placed with Expert-Builders Busan on July 1, 2004. I paid $109.0 for application, but when it arrived, I discovered has a manufacturing defect. I've made numerous attempts to contact customer service, but Carmel E. and other representatives have not been helpful in resolving this matter.
