Intellect Achievement Learning failed to honor their commitment

I am writing regarding order #ORD-1267-BJA-8781 placed with Intellect Achievement Learning on January 11, 1999. I paid $274.19 for item, but when it arrived, I discovered found unauthorized charges. I've made numerous attempts to contact customer service, but Freida W. and other representatives have not been helpful in resolving this matter.
