False promises made by Cloud-Tech representative

I am writing regarding order #ORD-7314-UEE-3255 placed with Cloud-Tech on August 17, 1997. I paid $857.60 for plan, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Marley I. and other representatives have not been helpful in resolving this matter.
