Delayed delivery from Habitat Development Group

On November 11, 1981, I signed up for Habitat Development Group's technical assistance at their East Joeltown, Louisiana location. I was told that the service would include tool, but after paying $161.59, I discovered this wasn't the case. When I called to resolve this, Otha C. was unhelpful and refused to address my concerns.
