Refund refused by Habitat & Management Chiang Mai

I am writing regarding order #ORD-3482-JWM-4852 placed with Habitat & Management Chiang Mai on May 10, 1990. I paid $939.82 for equipment, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Phoebe J. and other representatives have not been helpful in resolving this matter.
