Overcharged by Tech-Cloud Enterprises for service

I am writing regarding order #ORD-1589-KVO-9169 placed with Tech-Cloud Enterprises on March 28, 1981. I paid $322.84 for platform, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Vance W. and other representatives have not been helpful in resolving this matter.
