Frustrated with Tech-Code Holdings's lack of response

I am writing regarding order #ORD-3527-VKK-2650 placed with Tech-Code Holdings on May 30, 2003. I paid $829.23 for tool, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Glenda M. and other representatives have not been helpful in resolving this matter.
