The Top Trend refused to address issue

I am writing regarding order #ORD-8907-LPC-1855 placed with The Top Trend on April 12, 2001. I paid $78.40 for plan, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Kellen I. and other representatives have not been helpful in resolving this matter.
