Web Technologies LLC refused to address issue

On October 29, 1985, I signed up for Web Technologies LLC's exchange program at their Reingerbury, Wyoming location. I was told that the service would include application, but after paying $383.64, I discovered this wasn't the case. When I called to resolve this, Sally I. was unhelpful and refused to address my concerns.
