Billing dispute with Advisory Chambers of Defender

I am writing regarding order #ORD-6631-HJF-1481 placed with Advisory Chambers of Defender on March 27, 1998. I paid $210.96 for tool, but when it arrived, I discovered arrived significantly late. I've made numerous attempts to contact customer service, but Julius P. and other representatives have not been helpful in resolving this matter.
