Refund refused by Supply & Center International

I am writing regarding order #ORD-1445-LBY-8823 placed with Supply & Center International on August 29, 1975. I paid $817.58 for package, but when it arrived, I discovered faced system outages. I've made numerous attempts to contact customer service, but Dimitri E. and other representatives have not been helpful in resolving this matter.
