Billing dispute with Deal & Central

I am writing regarding order #ORD-9445-ROS-2786 placed with Deal & Central on October 28, 2004. I paid $491.88 for package, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Nayeli A. and other representatives have not been helpful in resolving this matter.
