False promises made by Optimal Specialists representative

On May 13, 1994, I signed up for Optimal Specialists's installation service at their Lake Troyton, Wisconsin location. I was told that the service would include tool, but after paying $918.32, I discovered this wasn't the case. When I called to resolve this, Hermann L. was unhelpful and refused to address my concerns.
