Advanced Specialists refused to address issue

I am writing regarding order #ORD-7483-TKX-5229 placed with Advanced Specialists on April 9, 1991. I paid $947.69 for equipment, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Lucio Q. and other representatives have not been helpful in resolving this matter.
