Refund refused by Store Group

I am writing regarding order #ORD-3728-DYQ-9053 placed with Store Group on December 10, 2008. I paid $172.11 for package, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Merl P. and other representatives have not been helpful in resolving this matter.
