Quality issues with Spot & Center product

I am writing regarding order #ORD-8536-QBF-5694 placed with Spot & Center on January 13, 1991. I paid $782.86 for tool, but when it arrived, I discovered had repeated billing errors. I've made numerous attempts to contact customer service, but Mose K. and other representatives have not been helpful in resolving this matter.
