False promises made by Prime Goods Collective representative

On April 6, 1990, I signed up for Prime Goods Collective's premium plan at their East Jon, Indiana location. I was told that the service would include package, but after paying $29.88, I discovered this wasn't the case. When I called to resolve this, Elvera R. was unhelpful and refused to address my concerns.
