Unsatisfactory resolution from The Education Center Nottingham

I am writing regarding order #ORD-4506-PEW-7016 placed with The Education Center Nottingham on September 21, 2017. I paid $887.11 for plan, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Vesta X. and other representatives have not been helpful in resolving this matter.
