Elite Contractors Development provided defective product

On July 2, 1993, I signed up for Elite Contractors Development's troubleshooting service at their Klingburgh, Florida location. I was told that the service would include tool, but after paying $642.23, I discovered this wasn't the case. When I called to resolve this, Ladarius E. was unhelpful and refused to address my concerns.
