Overcharged by Housing Services Toronto for service

I purchased a service from Housing Services Toronto on April 18, 2011. Shortly after using it, I experienced was denied a refund. I contacted their customer service on multiple occasions, but they have not resolved the issue. I spoke with Gardner R. who promised to escalate my case, but I've heard nothing since.
