Overcharged by Contractors Bros International for service

I am writing regarding order #ORD-1177-RQE-6378 placed with Contractors Bros International on December 23, 1982. I paid $399.22 for plan, but when it arrived, I discovered has poor quality. I've made numerous attempts to contact customer service, but Orville D. and other representatives have not been helpful in resolving this matter.
