Billing dispute with Value Store Express

I am writing regarding order #ORD-1293-FDD-1607 placed with Value Store Express on April 27, 1983. I paid $566.30 for system, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Patience U. and other representatives have not been helpful in resolving this matter.
