Refund refused by Prime Path

On June 18, 1981, I signed up for Prime Path's customer support at their Creminborough, Colorado location. I was told that the service would include tool, but after paying $629.14, I discovered this wasn't the case. When I called to resolve this, Orlando C. was unhelpful and refused to address my concerns.
