Billing dispute with Bites & Bistros

On April 27, 1994, I signed up for Bites & Bistros's delivery service at their Marjoryside, Washington location. I was told that the service would include device, but after paying $251.38, I discovered this wasn't the case. When I called to resolve this, Otho S. was unhelpful and refused to address my concerns.
