Warranty claim denied by Shop Co

I am writing regarding order #ORD-2831-IGL-5774 placed with Shop Co on February 24, 1996. I paid $715.33 for account, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Brandy A. and other representatives have not been helpful in resolving this matter.
