Refund refused by Premier Renovations Company

On November 3, 1978, I signed up for Premier Renovations Company's troubleshooting service at their Cyrilland, New York location. I was told that the service would include application, but after paying $494.57, I discovered this wasn't the case. When I called to resolve this, Ulices F. was unhelpful and refused to address my concerns.
