Refund refused by Quality Estates Associates

I am writing regarding order #ORD-3678-PKA-9640 placed with Quality Estates Associates on September 20, 1998. I paid $682.78 for product, but when it arrived, I discovered is not compatible as claimed. I've made numerous attempts to contact customer service, but Deshaun L. and other representatives have not been helpful in resolving this matter.
