Overcharged by Premium Land for service

I am writing regarding order #ORD-7047-SFT-1608 placed with Premium Land on April 25, 1991. I paid $844.72 for solution, but when it arrived, I discovered faced system outages. I've made numerous attempts to contact customer service, but Hank L. and other representatives have not been helpful in resolving this matter.
