Refund refused by TechDev Washington

I am writing regarding order #ORD-3994-QCM-8639 placed with TechDev Washington on May 16, 2009. I paid $171.14 for product, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Maci I. and other representatives have not been helpful in resolving this matter.
