Poor customer service experience with Pioneer Institute of Achievement

I am writing regarding order #ORD-1201-IPJ-2445 placed with Pioneer Institute of Achievement on July 16, 2018. I paid $78.92 for account, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Emmanuel V. and other representatives have not been helpful in resolving this matter.
