Unsatisfactory resolution from Quality Properties Development Makassar

I am writing regarding order #ORD-8743-NNT-2798 placed with Quality Properties Development Makassar on April 5, 1983. I paid $951.39 for product, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Hailey J. and other representatives have not been helpful in resolving this matter.
