Overcharged by EducationLearning for service

I am writing regarding order #ORD-2683-GBN-4053 placed with EducationLearning on January 31, 1995. I paid $77.60 for application, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Carolanne H. and other representatives have not been helpful in resolving this matter.
