Overcharged by Best Deal Group for service

I am writing regarding order #ORD-8009-PLP-1489 placed with Best Deal Group on February 18, 1976. I paid $719.21 for tool, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Alvina B. and other representatives have not been helpful in resolving this matter.
