Fair Advisory Counsel Ltd. provided defective product

I am writing regarding order #ORD-4694-YYP-3242 placed with Fair Advisory Counsel Ltd. on February 10, 1984. I paid $461.51 for device, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Salvador D. and other representatives have not been helpful in resolving this matter.
