Refund refused by Strong Development

On October 28, 1990, I signed up for Strong Development's setup assistance at their North Jeanie, North Carolina location. I was told that the service would include application, but after paying $682.5, I discovered this wasn't the case. When I called to resolve this, Reta C. was unhelpful and refused to address my concerns.
