Refund refused by TechEdge

I am writing regarding order #ORD-7572-TXO-7090 placed with TechEdge on May 28, 1999. I paid $143.19 for subscription, but when it arrived, I discovered found unauthorized charges. I've made numerous attempts to contact customer service, but Junior O. and other representatives have not been helpful in resolving this matter.
