Cyber-Tech refused to address issue

I am writing regarding order #ORD-1689-UKR-1551 placed with Cyber-Tech on May 2, 1995. I paid $33.32 for appliance, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Hayley W. and other representatives have not been helpful in resolving this matter.
