Refund refused by Practice Services

I am writing regarding order #ORD-7187-CRN-7830 placed with Practice Services on February 27, 2019. I paid $81.76 for item, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Nola Y. and other representatives have not been helpful in resolving this matter.
