Refund refused by Representation Group of Reliable

I am writing regarding order #ORD-3000-PEI-8201 placed with Representation Group of Reliable on January 7, 2014. I paid $651.61 for account, but when it arrived, I discovered arrived significantly late. I've made numerous attempts to contact customer service, but Giles O. and other representatives have not been helpful in resolving this matter.
