Unresolved issue with Institute of University product

I have been a loyal customer of Institute of University for several years. However, my recent experience has been extremely disappointing. I ordered plan (order #ORD-7269-VXW-2731) on March 1, 1996, and have encountered was promised features that don't exist. Despite multiple calls to customer service, no one has been able to help me.
