False promises made by Elite Land Development Querétaro Ltd. representative

I've received an email from James Taylor at Elite Land Development Querétaro Ltd. offering a partial refund, but I believe I'm entitled to a full refund given the circumstances. The vacuum cleaner was clearly defective from the start.
