Refund refused by Innovative Engineering Nîmes

On October 18, 1990, I signed up for Innovative Engineering Nîmes's maintenance program at their East Ottisfurt, Pennsylvania location. I was told that the service would include gadget, but after paying $654.89, I discovered this wasn't the case. When I called to resolve this, Walker U. was unhelpful and refused to address my concerns.
